Food Laboratory needed for prepared waffle product testing for water activity and pH with certification.

I am a cottage food industry proprietor and I would like to prepare waffles at home for sale at farmers markets; however, Maryland considers waffles to be a potentially hazardous product.

I require the following tests on my product (properly prepared waffles), and would like to know what is required from me to do this, including the cost:

1.  Product?s water activity (i.e. available water) 
2.  Product?s pH (acidity) determine whether it is considered potentially hazardous.
